The fan on top of the air conditioner should be on. The compressor will get damaged if it runs without it. I resolved the problem the same day in McDonough the motor was in stock on my truck.

I'm here working the best I can. Freon will freeze to your hand in the rain . That's not good. The residential air conditioners have 220v. You don't want to touch that in the rain. I can be there today if weather permits it, 

Rs44 instead of R22 Freon

R22 freon is no longer available , problem resolved. They do not make your freon anymore. The little bit that is left is to expensive, we do not buy it. There  is an alternative refrigerant. We use RS44. At $150 a pound its still cheaper than a system replacement or filling with R22 if you find it.
